Cyclists plea

WASN'T there supposed to be a law against people riding their bikes in the town centre?

Quite a while ago police said they would fine people if they were caught riding bikes instead of walking.

But I see young lads cycling so fast they nearly knock you over and it's a bit worrying if they try and steal your bag.
